摘要
环境公正是解决环境问题的途径,环境公正运动是实现环境公正的方式。建国以来中国环境公正运动发生和发展有其特定的现实依据、理论背景和法律基础,其历程可以大体分为懵懂、萌芽和发展三个时期。当下中国环境公正运动面临主体错位、方式强制、认识偏差、消极性严重等诸多问题,而运动理论发展滞后于运动实践、运动运行机制欠缺是问题生成的主要原因。消解阻碍中国环境公正运动健康发展的不利因素,呼唤借鉴环境公正的国家共振理论,完善运动法律,供给运动制度,健全运动主体,构建环境公正运动中国模式。
The environmental justice is the way to solve environmental problems.The environmental justice movement is the way to achieve environmental justice.Since the founding of PRC,environmental justice movement has appeared and developed with the practical,theoretical and legal basis,whose history can be divided into ignorance,germination and development of three periods.Now,Chinese environmental justice movement is facing problems of body dislocation,non-legality way,understanding bias,and serious negativity,because the theory lags behind the practice of environmental justice,and the movement lacks perfect operation mechanism.We need to build environmental justice movement model through learning national resonance theory,improving sports law,supplying sports system,and developing sports body to promote the healthy development of environmental justice movement.
