我国变电站废弃物新型管理模式探讨 被引量:3

摘要 我国变电站废弃物在全国各类型废弃物中属于特殊行业产量相对较低的废弃物类别,但部分废弃物如PCBs、废铅酸蓄电池因存在极为有害的物质需重点关注并进行安全处置。针对我国变电站各类主要废弃物的产排特征、污染危害程度、环境滞留特性等规律,基于LCA管理评价方法、环境信息系统等原理与手段,按照废弃物"减量化、资源化、无害化"三原则,结合国外发达国家对相关废弃物处置的法律法规、技术规范及管理方式,建立基于生命周期特征的适合我国变电站废弃物信息化安全管理的模式具有前瞻性、科学性、创新性和可操作性,值得深入研究。 Wastes of transformer substation in our country belong to the special industry wastes with relatively low yield,while some of the wastes such as PCBs,waste lead- acid batteries need to attract more our attention and need safe disposal in China for its existing harmful substances. For the patterns of production and emissions,hazard levels and environmental retention characteristics of these main contaminants,a new management mode is needed to be developed. Based on the methods of LCA management evaluation and environmental information system,the three principles of " reduction,recycling,harmless" for waste management,and the related foreign laws and regulations,technical standards in the developed countries,a systematic management mode of substation waste is proposed in this study. This mode is an information security management method in according with the life cycle of the waste in our country,which is forward- looking,scientific,innovative and operable,and is a comprehensive mode worthy of further study.
