摘要
利用中国各省市2009-2012年的面板联立数据,研究了跨国研发投资与中国发展的影响。结果发现,基于目前的创新自主发展水平,跨国研发投资对中国的创新自主促进效应较为明显;凭借当前的创新自主发展基础,中国还将在国际研发分工调整过程中,实现提高国际分工位置目的。但与跨国研发投资的总体影响不同,中国东部、中部、西部等分组省市与跨国研发投资的关系差异明显。其中,以目前的创新自主发展基础,中国只有东部分组省区达到了跨国公司全球研发建网的区位据点条件,中西部分组省区则受薄弱的创新自主发展基础制约,不能通过与跨国研发投资的良性互动,达到提高国际分工位置、加快创新自主发展的目的。这表明在一国内部,跨国研发投资的实际影响,也将随着投资地自主创新发展基础的变化而变化;要实现对跨国研发投资影响的辩证认识,就必须结合考虑东道国的创新自主发展基础。
As a vital performance of international network division's development in depth, the dialectical influ-ence of transnational R&D investment is based on the innovative independent development of the host country. According to the provincial panel simultaneous data in 2009-2012, the article studies the influence of transna-tional R&D investment to China. The results show that based on the current level of self-development of inno-vation, the foreign R&D has an obvious promoting effect on China's independent innovation, and China will achieve the goal of obtaining a higher place in international division during the adjustment period of interna-tional R&D division of labor. However, differing from the overall impact of foreign R&D investment, the rela-tions between China's eastern, central and western provinces and foreign R&D investment are different. Among them, based on the current innovative independent development, only provinces in the eastern China have reached the regional conditions that multinational companies can establish its global R&D network. The majority of the midwest provinces and regions are restricted by the weak basis of innovative independent de-velopment, cannot achieve the goal of obtaining a higher place in international division and accelerating the de-velopment of innovative independent through the positive interaction with multinational R&D investment. On the policy implications, it indicates that the actual influence of fore ign R&D will change with different indige-nous innovation foundation in host place. To realize the dialectical understanding of foreign R&D, the founda-tion of innovation and independent development of the host country must be taken into account.
