摘要
中国共产党和各解放区政府根据各自的实际情况,对公债的发行进行了新的探索,包括采用折扣方式或有奖公债的形式,发行规范的实物公债和折实公债,尝试通过发行土地公债来征购地主土地、补偿被侵犯中农的损失或群众战时损失,利用公债回收货币、稳定物价或回收群众在土改中获得的地主金银财宝。这些对公债的创造性运用都是为解决各解放区出现的急迫问题,对于支援解放战争、开展解放区的生产建设等方面都有重要作用。这正体现了马克思主义中国化的本质,给我们积累了许多宝贵经验。
