新的时代背景下,党的"十八大"对新时期的国土空间开发利用提出了新要求、新任务,新一轮国土规划被赋予新的历史使命。通过国土规划试点,新一轮国土规划更加注重区域实际,突出区域特色,规划的定位更加明确,内涵更加深刻,内容更加丰富,充分体现了新时期国土规划的时代特点,为新一轮国土规划的全面开展奠定了基础,积累了经验。
