摘要
现阶段我国多数城市面临着结构性、布局性环境风险凸显的问题,导致行政区域突发环境事件发生频次高、影响范围广。文章基于环境风险系统研究和环境事件机理分析,建立地市级行政区域环境风险评估指标体系,提出风险等级划分模型。以环境风险优先管理为出发点,确定基于空间地理网格的评估单元、风险量化分级、风险表征技术。以烟台市为例,应用行政区域环境风险评估方法将其划分为高风险、中风险、低风险、风险可接受的4个等级。
Most cities in China are confronted with strong environmental risks due to the issues related to their layout and industrial structures which lead to highly frequent environmental accidents in administrative regions with broad impacts. In this paper, on the basis of the research of environmental risk system and the analysis of mechanism of environmental emergency accidents, an indicator-based environmental risk assessment system for administrative regions at prefecture level is established and a risk ranking model is proposed. Targeting at priority management of environmental risks, the technologies of assessment unit based on spatial geographical grid, risk quantification ranking and risk characteristics are identified. Then, Yantai City is taken as an example and ranked into high risk level, medium risk level, low risk level, and risk of acceptable level by application of the indicator-based environmental risk assessment method.
