摘要
蓝色经济作为一种新型经济,其核心理念是海陆协同和可持续发展。蓝色经济的构成产业及产业间关联关系不仅决定着蓝色经济的水平,而且是区域经济持续增长的重要源泉。本文从产业层面分析了蓝色经济的内涵,对蓝色产业进行了度量和划分。参考实际计算的山东省蓝色产业结构效应,提出了蓝色经济战略实施的问题和建议。计算实例表明,本文所界定的蓝色经济内涵和建立的指标体系,能够体现可持续发展的要求与导向,拓展了蓝色经济理论研究的视野和应用的思路。
Blue economy is recognized as a new kind of economy. The key idea behind it is coordinated and sustainable development of the land and sea. The industries make-up of blue economy are of great importance, for these industries and the linkages among them not only determine the level of blue economy, but also are the foundations for a region＇s economy to achieve sustainable development. This paper analyzes the connotation of blue economy from the perspective of industry,then measures and differentiates blue economy. According to the example results of Shandong Province, this paper puts forward the problems and suggestions about the implementation of blue economy. The practical calculation example shows that the new connotation of blue economy and the index system offered in this paper embody the requirement of the sustainable development, and enrich the field about blue economy theoretical and applied research.
