摘要
"积极探索营利性和非营利性民办学校分类管理",找准了推进民办教育综合改革的突破口。推动民办学校分类管理改革应放在国家教育治理体系和治理能力现代化框架下统筹考虑,着眼长远和夯实基础相结合,立足国情和借鉴国际经验相结合,创新重建和问题治理相结合。具体而言,可在完善制度环境、实行分类分配、强化分类支持、加大简政放权、保障师生权益和兜住监管底线六个方面着力。
National Mid- and Long-term Educational Reform and Development Planning (2010-2020) promotes the policy objective of "classified management of nonprofit and for profit private schools". This task has also been chosen as the point of entry for comprehensive reform on Chinese private education. The reform on classified management of nonprofit and for profit private schools should be carried forward in the framework of modernizing China's education governance system and governance capability. The combinations of long-term perspectives and present concerns, national conditions and international experience, and innovative reconstruction and problems governing are necessary. Promoting the reform could employ the strategies of improving institutional environment, distributing differentiated policies, strengthening categorized supports, enhancing simplified administration and power transfer, protecting teachers and students" rights and interests, and improving the government regulation and supervision for risks-forestalling.
