摘要
对于农业生产主体——老年农民在土地流转变迁中的受益地位变动还缺乏关注。在豫东典型村庄的调查发现,老年农民参与的土地流转历程分为代际分产流转、代际分工流转和市场化流转三个阶段,其受益地位变动呈反"N"型态势,即在表现为土地分割的代际分产流转中老年农民的受益地位大为降低,但在子代农民因外出将土地重交亲代经营的代际分工流转中,老年农民再次成为土地受益主体,这也是今天老人农业的形成路径。然而,市场化流转对代际分工流转的替代,导致土地经营权由上移到外移的变化,老年农民被排斥在受益者之外。对此,应在市场化土地流转中遏制政府干预,明确老年农民权益,并将代际流转纳入土地流转政策框架。
The society has not given enough attention to elderly farmers＇ change of benefit status in land circulation, which is main body of agricultural production. The survey in typical village of eastern Henan province finds that the process of elderly farmers＇ taking part in land circulation can be divided into three phase ： circulation of intergenerational division of property, circulation of intergenera- tional division of work and market circulation. The pattern of elderly farmers＇ benefit status changing trend is the reverse of letter ＂N＂. To be specific, elderly farmers＇ benefit status has reduced severely in land circulation of intergenerational division of property that re- sulted for land division. But, elderly farmers become the main body of land benefit in land circulation of intergenerational division of work when the young farmers give the land to parental farmers because the young farmers will work in cities. This is the path of today＇ s ＂old agriculture＂. However, the land circulation of market -oriented has replaced the circulation of intergenerational division of work with the result that elderly farmers are not beneficiaries. To solve the problem, the governmental should not be involved in land circula- tion. On the contrary, the government should clear the rights and the interests of elderly farmers＇ in land circulation of market oriented and put the generation＇ s circulation to policy framework of land circulation.
