摘要
新修订的《环境保护法》是环境领域的基础性法律,对环境法律责任作了系统规定。结合民法通则、侵权责任法、刑法,探讨了对环境行政责任、环境民事责任、环境刑事责任的理解。
The newly revised Environmental Protection Law, the fundamental law considering the environ- ment, systematically stipulates the environmental law and responsibilities. Well, the understandings on the environmental administrative obligations, environ- mental and civil responsibilities and environmental criminal responsibilities are fully discussed in combi- nation of General Principles of the Civil Law, Tort Li- ability Law and Criminal Law.
