摘要
对深圳非公立医疗机构发展现状进行考察,对现有社会资本办医的政策障碍进行分析,提出了对公立医院的职能进行精简和剥离,定位于提供公益性的基本医疗服务;调整区域卫生规划由"设限"向"保本"过渡;减少对非公立医疗机构经营和价格的管制;完善配套措施等建议,以促进社会办医的健康发展。
This paper inspects development status of non-public medical institutions. Analyzes the policy obstacle of private hospitals. It puts forward that simplify and peel off the functions of public hospitals, positioned on supplying commonweal basic medical service. Adjust regional health planning from “restrictions” to “preservation”, reducing operating and price controls to non-public medical institutions, and improving supporting policy interventions so as to promote private hospitals development.
