摘要
改革开放以来,中国县域经济发展呈现出三个侧重点不同的阶段:与民营经济创业有关的第一时期;与企业改制有关的第二时期;与招商引资和房地产有关的第三时期。每一阶段地方政府不同的行为选择,对县域经济发展程度产生了显著影响。经济发展成功的地方,都与当地政府长期以来采取的符合市场逻辑的行为选择有关。要实现县域经济长期健康发展,地方政府的发展观念就必须从行政逻辑向市场逻辑转变。
After reform and opening- up,the county economic development in China has emerged three different phases: the first period is related to private enterprises,the second period to government enterprises' institutional reform,and the third period to attracting investment and real estate.In each period,the differences of actions of counties' government have important impacts on local economic development. The successful counties 'governments usually adopted behaviors consistent with market logic. For the purpose of continuous and healthful economic development,the idea of local governments should transform form bureaucratic logic to market logic.
