摘要
国家作为集体行动者,有其自身的偏好和目标。国家根据战略目标的调整决定农民工城市化的宏观政策。地方城市政府作为国家农民工政策的实施主体,既受国家农民工宏观政策的约束,又兼顾其自身的责任和目标。国家农民工政策对地方城市财政和居民利益的冲击,会直接影响地方城市政府对国家政策的执行力。中央与地方的分权化及责权的非对等性,使地方城市政府在国家政策执行中与国家目标相偏离。作为行动主体,地方城市政府以自身责任目标的实现为原则,对农民工城市化政策采取区别化对待、选择性吸纳、逐步开放部分社会保护项目的政策路径。现代社会的交互主体性和农民工身份城市化的复杂性决定了国家中心主义下政府政策的有限性。
As a collective actor, the state has its goals and priorities. It adjusts the macro-policy concerning the urbanization of migrant workers in accordance with its strategic goals. Being the implementing subjects, the urban governments are, on one hand, restrained by the state＇s policies about migrant workers, on the other hand,have their own responsibilities and objectives. The impact of the state＇s policies about migrant workers on the fiscal conditions of the cities and the interests of city residents could directly affect the implementation of the policies at local level. Decentralization between central government and local governments and non-reciprocity of responsibility and rights make urban governments deviate from the national goal in the implementation of national policies. As key actors, the urban governments follow the principle of fulfilling their own responsibilities and goals.They, therefore, are selective about the policies concerning urbanization of migrant workers, and choose to gradually open up some social security programs. The inter-subjectivity of modern society and the complexity of the identity urbanization of migrant workers result in the limitation of the government policies under state-centrism.
