摘要
在总结江西近年林业改革所取得成效的基础上,分析了改革中存在的林业产业竞争力不强、林业融资渠道不畅、林业科技支撑乏力等问题。在进一步深化江西林业改革过程中,建议应围绕全国生态文明先行示范区,着力推进绩效考核、资源管理、林权流转、生态补偿4项体制、机制创新,推动国有林场、金融服务、科技支撑、市场规模4个升级,重点建设国家生态文明、区域间横向生态补偿、产学研一体化、林下经济4类示范区,为建设富裕、和谐、秀美江西提供有力保障。
Based on the summary of the benefits derived from the forestry reform in Jiangxi in recent years, this article analyzed some existent problems in the reform, including weak forestry industrial competitiveness, blocked forestry financing channels, and feeble forestry science and technological support. In order to further deepen the forestry reform, and provide powerful guarantee for the construction of rich, harmonious and beautiful Jiangxi, the author put forward the following proposals ： industriously boosting the system and mechanism innovations of performance appraisal, resource management, forest property circulation and ecological compensation, promoting the upgrading of state-owned forest farms, financial services, science and technological support, and market scale, and emphatically building four kinds of demonstration areas, namely national ecological civilization area, interregional ecological compensation area, industry-university-research cooperation area, and under-forest economy area.
