摘要
国家建设"海绵城市"的政策对城市总体规划的编制内容提出了新要求。文章首先基于国内外海绵城市相关的理念与建设实践的成果,提出海绵城市建设的三种主要途径。然后,针对现行特大城市总规中应对建设"海绵城市"不足的现状问题,从总规纲要与专项规划、市域城镇体系规划和中心城区规划编制内容响应三方面进行阐述,最后指出未来需要在城市分类引导、专项规划补充和规划实施管理等方面进行探索。
The national strategy to build ＂Sponge City＂ made claims on the content of the comprehensive city planning. Based on the research and practice of building sponge city in China and oversea, this paper raised three main approaches. Refer to the problem of deficient response to this strategy in the current megalopolis comprehensive planning, the paper addressed the issue from three aspects： the comprehensive planning outline and special subjects, the urban system planning, and the central area planning. At last, it has been pointed out that more work is required to make guidelines for different cities, on more subject planning and on management of planning implementation.
