摘要
规划环境影响评价指标体系的建立是保证规划环境影响评价实施的重要前提,可使决策者意识到规划实施过程中应优先考虑的环境因素。本文在借鉴国内外关于规划环境影响评价理论及指标体系的研究成果和实践经验的基础上,结合规划环评的实践需求和广西某临港工业区的实例,进行临港工业区指标体系方面的研究。
The establishment of planning environmental impact assessment index system is the important premise for the planning environmental impact assessment,which can make policymakers realize the factors that priority should be given to in the process of planning and implementation.Based on the theories about planning environmental impact assessment at home and abroad for reference,and the research results and practical experience of index system,and combined with the practice of PEIA requirements,this paper studies the index system of port-surrounding industrial area based on a port-surrounding industrial area in Guangxi.
