摘要
从检验规划政策符合性、强调环境保护需求、保障项目选址环境合理性、促进项目环评等方面探讨了规划环评对企业规划决策的优化作用,从规划目标定位、发展规模、项目布局、产业结构和污染防治等方面对中煤平朔集团重大发展规划环境影响评价案例实践进行了介绍。通过开展规划环评,企业可以从环境保护角度优化其规划决策,避免因环境制约因素考虑不足导致前期投入损失,也有益于环境保护政策在企业层面的落实和资源、环境管理效率的提升。
The functions of plan environmental impact assessment in improving the corporate planning decision making are discussed in this paper in terms of verifying its conformance with government policies, enhancing environmental protection requirements, ensuring environmental consideration in site selection and promoting project environmental impact assessment. The environmental impact assessment of ChinaCoal Pingshuo Group＇ s Significant Development Plan is introduced as a case study. The objectives of the Plan, development scale, project distribution, industrial structure and pollution control are analyzed. With the help of plan environmental impact assessment, enterprises can optimize its planning from the perspectives of environmental protection, avoiding undue investment due to inadequate consideration of environmental protection. In the meantime, national environmental policies can be better implemented at the corporate level, helping improve the management of resources and environment.
