摘要
现代图书馆事业的蓬勃发展,最根本的推手就是人才。辅助性人员的引进有助于解决我国图书馆人员编制数严重不足、学历水平参差不齐、专业技术人才紧缺等困境。其策略设计应着眼于招什么样的人、如何留人、人才的渐进式引进与差异化培养。具体实施步骤为:设立指导思想,界定人员性质,成立组织机构,核定岗位要求、招聘人数及经费来源,明确日常管理。晋江市图书馆的实践表明,辅助性人员的引进是行之有效的人才管理策略。
Talents are the most fundamental propelling force of the vigorous development of the modern library. The introduction of auxiliary staff would solve troubles existing in Chinese libraries, such as serious shortage of authorized librarians, uneven educational levels of librarians, and the shortage of professional talents.The strategy design should focus on personnel recruitment, retention,gradual introduction, and diversity-oriented training. The implementation steps are as follows: setting a clear guiding ideology; defining the personnel nature; establishing organization; assessing the specific responsibilities, recruiting numbers and financial resource;making the routine management clear. Jinjiang Library's practice shows that the introduction of auxiliary staff is an effective strategy of talents management.
