摘要
"一带一路"战略中的丝绸之路经济带战略是当代中国促进西部社会发展和周边国家友好合作的综合战略。但由于丝绸之路经济带是跨越亚欧众多国家疆界的合作与发展大计,因此因多源性、突发性、跨国性、交织性和破坏性而上升为边疆安全的问题就会对这一战略的实施带来负面影响。这些边疆安全问题从内而外依次是边疆地区群体性事件和暴力事件、边界纠纷、边疆重大自然灾害、跨国民族生存发展问题、丝绸之路经济带沿线各国关系问题、恐怖与极端组织活动等。解决以上问题的途径是:达成保护和重建丝绸之路经济带沿线生态环境的长效机制;进一步落实亲诚惠容的外交政策;逐步实现兴边富民的国内发展战略目标;逐步实现兴边富民的国内发展战略目标;强调文化认同在前,经济社会合作在后;在战略实施过程中逐渐改变中国倡议、一带沿线国家响应为中国与一带所有国家实质合作共同推动的亚欧腹地发展战略;在战略实施的人文环境方面,重视丝绸之路经济带战略的安全合作。从而真正化解以上边疆安全问题,实现丝绸之路经济带沿线各国安全发展。
As a part of ＂The Belt and Road Initiative＂, the strategy for the development of the Silk Road Economic Belt is a comprehensive strategy for promoting the social development of western Chi- na and friendly cooperation with its neighboring countries. However, the Silk Road Economic Belt covers a region with many Asian and European countries awaiting cooperation and development, and thus the multi-causal, impromptu, transnational, intersectional and destructive features of the related problems will exert some negative influence on the implementation of this strategy. From the internal and external aspects, these border security problems include the group and violent events, border dis- putes, maior natural disasters, survival and development of the transnational groups, the relation- ships among the countries along the Silk Road Economic Belt, and terrorist and extremist organiza- tions. The solutions include the following, it is necessary to establish a long-term mechanism to pro- tect and rebuild the ecological environment in this belt, further implement the neighborhood diploma- cy featuring amity, sincerity, mutual benefit and inclusiveness, gradually achieve the domestic devel- opment strategy of vitalizing the border areas and enriching the people there, give priority to cultural identity before a consideration of economic and social cooperation, aim to change the Eurasian hinter- land development strategy advocated by China and responded by the countries in this belt. From the perspective of the humanistic environment, it requires a strategic cooperation for safety with all the countries there to enjoy a sustainable border security in the process of development of the Silk Road E- conomic Belt.
