摘要
铁路采取特许经营模式,通过引入竞争提高运营效率,提升运输服务水平。分析英国铁路客运改革背景及客运特许经营具体实施方案,总结特许经营改革后的运营状况,在组织结构、划分运营区域、管制标准、经营周期和分配机制等方面得出相应结论。
