摘要
高校实施人事代理制度有利于拓宽用人渠道,促进人才的合理流动,提高人才使用效益。但在实施的过程中,遇到了体制法规不健全、人员自身发展受阻、个人归属感差及档案管理方面的种种问题。近年来,国家实施事业单位人事制度改革取得了一定的成果,尤其是近期颁布的新政策,为合理的人才流动提供了条件。在这种新形势下,高校应该借助当前形势大力推进全员聘任制,制定相关法律文件政策,规范高校人事代理制度。高校的管理人员要提高自身修养,积极推进人事制度改革,使用信息化手段促进档案有效管理,促进高校人事代理制度的发展。
Personnel agency system in higher colleges is helpful to broaden the channels of choosing and employing persons,as well as promote the rational flow of talent and improve the efficient use of personnel. But there are many problems in the process of implementation,such as laws and regulations are not sound,personnel development prospects are blocked,lack of a sense of belonging and confused in file administration. In recent years,the national implementation of reform of the personnel system in public institutions has obtained certain achievements,especially many of the new published policy,which provides the conditions for the mobility of talents. Under the new situation,colleges should seize the opportunity to develop and promote the formation of the contract system,formulate relevant legal documents policy,regulate personnel agency system in higher colleges.Management of higher colleges should improve their self-cultivation,actively promote the reform of personnel system,use the information means to promote the archives management effectively and promote the development of college personnel agency system.
