摘要
作为公共行政学的重要研究议题,公共政策伦理应以时代发展为依托,从历史维度寻找价值坐标。传统公共行政、新公共行政、新公共管理、新公共服务等公共行政发展阶段所累积的理论营养和实践元素对公共政策伦理的丰富和发展起着重要作用,有助于从历时态理解公共政策伦理的发展脉络和精神实质。
As an important topic of the public administration, public policy ethics can look for value parameter from the historical dimension based on age. The theory of nutrition and practice element of the traditional public administration, the new public administration, the new public management and the new public management contributes to the development of public policy ethics. So, we can understand developing venation and spirit of public policy ethics.
