摘要
开展土地利用总体规划实施评价,有利于保障规划顺利实施,完善规划体系,提高规划的科学性和合理性。本研究主要以托克逊县土地利用总体规划(2010—2020年)为例(以下简称《规划》),借助Kq Palnning3.5,采取定性和定量相结合的方法,运用层次分析法、特尔斐法等构建评价指标体系,通过多因素综合评判模型进行量化计算,得出实施评价的综合评分为85.63。此外,对规划与未来发展趋势进行了适应性评价,并对土地规划中存在的约束性指标进行指标预警分析。结果表明,规划执行情况总体良好,个别指标不理想;规划与未来发展趋势不相适应;新增建设用地布局指标出现强警。并分析总结规划实施的成效和存在的问题,提出了相应的建议。
The evaluation of implementing general land use planning is conducive to guarantee the planning’ssmooth implementation,perfect the planning system and improve a scientific and rational planning.The studymainly took general land use planning of Toksun County during 2010-2020 as the example（hereinafterreferred to as the‘Planning’）,adopted the Kq Palnning 3.5,the combination method of qualitative andquantitative,the analytic hierarchy process and Delphi method to build the evaluation index system.Thequantum computation of evaluation index system was also performed with multi-factor comprehensiveevaluation model.The implementation comprehensive score of evaluation was 85.63.In addition,the authorcarried out adaptability evaluation of the planning and future development trends,conducted early warningindicator analysis of land use planning’obligatory indicators.The results showed that the implementation ofthe planning was generally good,but some indicators were not ideal; planning and future development trendswere incompatible; new construction land layout indicator showed strong early warning.The author summarizedand analyzed the effectiveness of the planning and existing problems in planning implementation,put forwardrelevant suggestions.
