摘要
应用文献整合分析和历史比较分析方法,梳理了建国以来我国社会治理范式变迁的过程,并从社会与国家关系、社会与政治经济关系、社会治理的目标、主体、方式五个维度比较分析了控制、管理与治理三种社会治理范式的特征。指出当前我国社会治理范式面临的问题与挑战:政府理念滞后、社会力量发育不足、缺乏良性的互动机制和治理本身的困境,并就如何改善社会治理实践提出了建议:明确社会与国家、社会与经济政治的边界;以社会领域自身的繁荣发展作为社会治理的根本目的;实现政府治理与社会自治的良性互动;灵活运用多种治理方式与手段。
By literature analysis and historical analysis, the paper combed the process of social governance paradigm chang in our country since 1949, and compare the differences between control, management and governance from five dimension, that is the relations of social and national, the relations of social and political and economic, the social governance objectives, subject and method. The paper also analyzes the current issues and challenges of the social governance paradigm in our country, that is the government idea lag, the development of social forces is insufficient, lack of a benign interactive mechanism, and the difficulty of governance itself. How to improve social management practice in the future, we put forward the following suggestions： clearing the boundaries between social and national, social and economic and political; to the prosperity and development of the society itself as the fundamental purpose of social governance, political or other purposes; realizing the benign interaction of government and social autonomy; using a variety of flexible management ways and means in social governance .
