摘要
地方本科院校公共选修课教学质量监控体系中，存在着组织系统不健全、制度保障系统不完备、支持系统不强劲、评价系统不科学、信息收集与反馈系统滞后等问题。其原因在于教学质量监控的观念落后、范围狭窄、主体单一、方法片面等。基于此，应在全面质量管理理论的指导下，构建以保障人才质量为目标、以教学为本的地方本科院校公共选修课教学质量监控体系。
There exist problems in the teaching quality monitoring system of public optional courses in local undergraduate colleges and universities in terms of organization system and institutional guarantee system, support system, teaching resources system, evaluation system, information collection and feedback system. All the said problems are caused by outdated idea, narrow scope, single and one-sided monitoring system. In view of this, we are required to construct a teaching quality monitoring system in local undergraduate colleges and universities which aims at guarantee talents＇ quality and teaching orientation under the guidance of total quality management theory.
