摘要
历代王朝统治者在防腐和反贪制度建设中,除重视中央和地方监察制度建设外,也十分重视包括谏官制度、考试与选官制度、官规与考课制度、官吏互纠制度、回避制度等在内的各有关专门监察制度的建立和完善。这些制度的建立和实行,对历代的政治清明、道德体系建设等都发挥了重要作用。
