摘要
针对农村电子政务建设外包现状,以"委托-代理"理论和博弈理论为分析工具,从监督视角研究农村电子政务建设外包博弈关系的形成及建设外包中的关系博弈。外包关系二方博弈中,为达到利益关系均衡点,设计最优的激励合同和组织机制,使博弈能够最大限度地导向发包方的预期建设目标,互利共赢;三方博弈中,适当加大监督费用,以激励承包方合作,发挥监理方作用,降低代理成本,实现多赢。
Based on outsourcing status quo of the current e-government,this paper studies outsourcing game relation using ＂principal agent＂ theory and game theory as the analysis instruments,from the perspective of supervision of rural outsourcing e-government construction,to improve the government and the supervisor outsourcing control ability,reduce the uncertainty of the rural construction of e-government services,control risks and long-term planning for the rural construction of e-government outsourcing to provide theoretical basis and guidance.
