摘要
气候变暖已经成为人类生存的重大威胁,只有向低碳经济转型才有可能遏制这一趋势。碳市场是低碳经济的重要构成部分,碳市场的形成与发展可以降低减排的全球成本。自《京都议定书》签订以来,碳市场发展迅速,中国是世界碳市场中不可或缺的组成部分,合理而充分地利用碳市场将有力地促进中国经济增长低碳化的实现。未来中国的碳市场建设必须在服务于国家战略、坚持利益最大化的原则下,进一步完善碳市场的制度环境,并尝试建立中国排放贸易体系。
Climate warming has become one of the major threats to the survival of mankind, only the transition to a low carbon economy is the possible way to curb this trend. Carbon market is an important component of low-carbon economy, the formation and development of the global carbon market could reduce the cost of emission reduc- tions. Since the signing of the Kyoto Protocol, carbon market has developed rapidly, China is an important part of the world carbon market, and reasonable and adequate use of carbon market will effectively promote China to achieve low-carbon economic growth. The development of carbon market in China must be in the service of the national strategy, adhere to maximize the benefits, further improve the system environment of the carbon market, and try to establish emissions trading system in China .
