摘要
随着社会流动的迅速增加,除城乡二元结构外,中国社会形成了户籍人口与农民工为主体的非户籍人口之间的新二元结构。在社区治理中如何破除新二元结构,吸纳农民工有效参与并最终形成社区共治格局成为中国社会治理创新的重要命题。通过深入分析一个制度化途径吸纳农民工参与社区治理的案例,发现在村(居)民自治的法律瓶颈约束下,地方政府具备吸纳自治体系外的社区精英参与治理的动机和能力。村(居)特别委员的制度创新引发社区利益相关者角色变迁,更倾向于合作治理而不是互相排斥,从而形成了不同于传统村(居)民自治的社区合作治理结构。政府、基层党组织、社区自治组织以及非传统治理主体的协商意愿、信任关系及制度平台构建是社区利益相关者合作治理的关键。
With the rapid growth of social mobility, in addition to the dual structure of cities and villages, Chinese society has formed a new dual structure which is about the registered population and migrant workers. It is an important proposition of social governance innovation in China how to break the new dual structure in community governance and absorb migrant workers participate effectively in and eventually form a pattern of community in the community governance. By analyzing a case which through institutional approach to absorb migrant workers to participate in community governance, we find that local government have the motivation and ability to attract social elite who are outside of autonomous system to participate in community governance, under the law bottleneck constraints of village （community） self-governance. The system innovation of Village（Community） special committee cause the role change of community stakeholders, tend to be more cooperation governance rather than mutual exclusion, and thus form the community cooperation governance which different from the traditional village（Community） self-governance. The keys of community stakeholders governance are negotiations will, trust relationship and the construction of institutional platform of government, party organizations at the grass-roots level, community self-governance organizations and non-traditional governance body.
