摘要
环境监察是环境保护行政部门实施统一监督、强化执法的主要途径之一,是环境保护工作的重要环节,而环境监察队伍是开展环境监察工作的重要保障。随着环境形势的日益严峻,环境监察队伍在法制、体制、机制、人员素质、执法信息化手段等方面存在的问题逐步显露出来。本文从分析解决这些问题出发,提出了强化环境监察队伍的环境执法能力,提升环境监察效能的几点建议。
Environmental supervision is an important element of environmental work. as well as one of main ways to implement unified inspection and to strengthen law enforcement for environment administration, for which environmental supervision team is a crucial guarantee . As long as the increasingly serious environmental situation. , problems exit in environmental supervision team gradually appear , such as legislation , system, mechanism, member quality, information means. To analyze and solve these issues, this paper proposed some suggestion for the reinforcement and efficiency of environmental supervision.
