摘要
大众参与作为民主政治的核心内容之一,既是一种政治制度,又是一种社会活动。无论是社会制度层面,还是实践活动层面,大众参与都避不开对兴起问题的探讨。大众的权利赋予和保障、大众的道德引导和升华,在大众参与的缘起中起基本支撑作用,成为条件起点和价值起点。而且,由于权利和道德之间存在相互作用,我们在推动大众参与进程时必须尽量实现二者的有机结合,共同致力于我国社会民主的发展。
As one of the core contents of democracy, public participation is both a political system and a social activity. Whether it is the social system or practice, public participation cannot avoid the discussion of the starting points. The bestowed and protected right of the public, as well as the guided and improved moral of the public, are the starting points of the condition and the value in the emergence of the public participation. Moreover, since there is interaction between the right and moral, when we try to promote public participation, we must achieve combination of them, in order to develop our social democracy.
