摘要
目的了解北京市丰台区存在职业病危害企业职业卫生管理现状,找出存在问题并探讨对策,为职业病防治工作提供科学依据。方法对北京市丰台区存在职业病危害的144家企业开展问卷调查,对调查结果进行统计分析。结果 144家企业中接触职业病危害因素的4 974人,占实际从业人数的15.36%,其中大型企业1 683人(33.84%),中型企业1 558人(31.32%),小型企业1 733人(34.84%);接触职业病危害因素女工521人,占实际从业人数的1.61%,其中大型企业200人(38.39%),中型企业195人(37.43%),小型企业126人(23.15%)。设置职业卫生管理部门的企业有106家,占总数的73.61%;配备专兼职的职业卫生管理人员的企业141家,占总数的97.92%;以中型企业中配备专兼职的职业卫生管理人员的比率最低,为89.29%;车间及班组配备兼职职业卫生管理人员的企业102家,占总数的70.83%;制定职业卫生教育和培训计划的企业112家,占总数的77.78%,以小型企业的职业卫生培训人员率最低,为43.51%;建立实施危害因素检测与评价管理制度的企业94家,占65.28%;以小型企业建立实施危害因素检测与评价管理制度的比率最低,为60.19%。结论北京市丰台区存在职业病危害企业中,中、小型企业的职业卫生管理现状较为薄弱,是今后开展职业病防治工作的重点单位,一方面需要用人单位认真履行《中华人民共和国职业病防治法》规定的责任和义务,另一方面用人单位也要主动承担社会责任,同时,有关部门应加强监督执法力度。
[Objective]To understand the status of occupational health management in enterprises with occupational hazards in Fengtai District of Beijing, find out the problems, discuss the countermeasures and provide the scientific evidence for occupational disease prevention and control. [Methods]The questionnaire survey was conducted in 144 enterprises with occupational hazards in Fengtai District of Beijing, and the results were analyzed statistically.[Results]In 144 enterprises, 4 974 workers have been exposed to occupational hazard factors, which accounted for 15.36% of total workers, including 1 683 （33.84%） workers in large enterprises, 1 558 （31.32%） workers in medium-sized enterprises and 1 733 （34.84%） in small enterprises. There were 521 female workers exposed to occupational hazard factors, which accounted for 1.61% of total workers, including 200 （38.39%） in large enterprises, 195 （37.43%） workers in medium-sized enterprises and 126 （23.15%） in small enterprises. 106 enterprises had the occupational health management department, accounting for 73.61%, and 141 enterprises had full-time or part-time personnel engaged in occupational health management, accounting for 97.92%. The proportion of having full-time or part-time personnel engaged in occupational health management in the medium-sized enterprises was the lowest, which was 89.29%.102 enterprises had the part-time personnel engaged in occupational health management in workshop and work group, accounting for 70.83% .112 enterprises had formulated the occupational health education and training plan, accounting for 77.78%. The rate of occupational health training in small enterprises was the lowest, which was 43.51%. 94 enterprises had established and implemented the hazards detection and evaluation management system, accounting for 65.28%, and the small enterprises had the lowest proportion, which was 60.19%.[Conclusion]The occupational health management in small and medium-sized enterprises in Fengtai District of Beijing is not satisfa
