摘要
我国真正意义上的住房保障制度是伴随着上个世纪90年代的住房市场化改革才开始起步,但发展得比较快,目前已形成比较多样化的住房保障方式。但在实践中,住房保障制度暴露出很多问题,包括城乡分割的土地管理制度扭曲了房地产市场,住房保障制度设计缺乏长远考虑,政策目标过于多元且变化过快,保障房定位和政府责任界定不清晰,保障性住房与房地产市场的关系没有理清,产权性质的保障房实际上没有减少反而扩大了社会不公平,甚至导致了腐败与寻租问题,住房保障制度的实施机制不健全等等。我国住房保障制度的设计应当关注公平、效率和稳定三个主要方面。深化住房保障制度改革,向目标模式过渡可以分两步走。第一步,逐步减少直至停止提供产权性质保障房、逐步扩大提供使用权性质的保障房。第二步,逐步减少直至停止实物保障比例,逐步扩大货币保障比例。
The housing security system in China was established in the 1990 s,which was accompanied by the real estate market reform.Though established late,the housing security system set for medium and low- income residents developed rapidly and variedly.However,many problems were revealed,such as the distortion of real estate market due to separated urban and rural land management system,lack of long- term consideration on system design,too diverse and rapid change of policy objectives,blur on the positioning of the security housing and boundary of government responsibility,unclear relationship of the security housing security and real estate market,the housing of property nature does not decrease but actually expands social injustice,and even leads to corruption and rent seeking issues,incompleteness of the implementation mechanism of the system,etc.The design of China' s housing security system should focus on equity,efficiency and stability.There are two steps of deepening the reform of the housing security system to the target model.The first step gradually reduce and stop providing the housing of property nature,and gradually expand the housing of use right.The second step gradually reduce and stop providing the physical housing,and gradually expand the proportion of monetary subsidies.In this process,the role of government will experience the process of both managing and conducting,separation of management and conducting,only managing and no managing or conducting.The key of monetization solution is to build a full- covering,multi- levelled and high-efficient city rental housing supply system.
