摘要 为打破新时期喀斯特山区城镇建设发展所面临的用地瓶颈,实现农村闲置土地开发整理效益最大化,分析了喀斯特山区农村闲置土地资源开发整理的必要性和紧迫性,利用AHP层次分析法构建了喀斯特山区土地开发整理可行性评价指标体系。选取了地力因素、地形因素、农业基础设施类3个二级指标层和土壤类型、土层厚度、地形坡度、垦殖率、交通条件等8个指标因子建立了3层评价指标体系;并计算了各指标因子相对准则层及目标层的指标权重。构建的3层评价指标体系可用于喀斯特山区今后开展农村土地开发整理可行性评选,计算出各计划项目可行性的综合得分,按照高分优先的原则进行开发整理,最大限度地保证喀斯特山区经济社会平稳快速发展。 To solve the land facing bottlenecks of construction and development in the new period in Karst mountain, realize the maximum benefits of land development and consolidation, the necessity and urgency of idle land development and consolidation in the Karst mountainous area was analyzed, and the evaluation index system of feasibility of land development and consolidation was constructed by the Analytic Hierarchy Process (AHP). Three secondary index layer( soil fertility topographic, agricultural infrastructure) and eight indicators ( soil type, soil thickness, terrain slope, the reclamation rate, traffic conditions etc. ) were selected to establish a three layer model of the evaluation index system. The index weight of each index relative criterion layer and target layer was calculated. The three layers of evaluation index system can be used to carry out the rural land development feasibility in the Karst mountainous area, that could be calculated of composite scores for every project feasibility, and according to the principle of high priority to development and consolidation, so as to ensure the economic and social development steady and rapid on maximize in Karst mountain area.
