摘要
公务卡作为一种结算制度,减少了现金流转环节,有利于抑制腐败,促进财政管理水平的提高。公务卡的强制推行是国库集中支付改革的进一步深化,然而,公务卡在推广使用方面仍然存在诸多问题。为将公务卡打造成集快捷、透明、防腐败为一体的阳光卡,相关部门应加大宣传力度,加强公务卡配套服务;加强对公务卡的发卡管理,简化财务流程,有针对性的制定合理的切实可行的公务卡管理财务制度;完善公务卡报销支持系统,缩短报销还款的时间;加强对财务人员继续教育和业务技能培训。
As a means of settlement of balances, the governmental credit card and its employment have reduced cash flow, help to restrain corruption, and promote the financial management. The eompulsory employment of the card is the deep- ened reform of centralized payment by national coffer. Nevertheless, there still exist some problems in popularizing such card. In order to build the card into a sunlight one which concentrates into itself the speedy, transparent, and corruption-resistant functions, the relevant departments should enhance the propaganda, strengthen the relevant service of the card. In addition, they should improve the management of distribution of the card, simplify the financial process and make the feasible financial system of managing the card. Further, they can perfect the reimbursed system with the card, shorten the time for repayment, and strengthen the further education and professional training of financial staff.
