摘要
本文分析了信息化社会的特征与规律,提出了在法治的轨道上推进质检改革,服务国家治理体系和能力现代化建设的大局;以"改革、创新、合作、发展"为主题,不断探索统一的大市场监管机制;放宽准入与强化监督并举,优化市场大环境;以信息化手段为抓手,重塑行政运行大机制;深化检验检疫改革,服务国家开放大战略;整合检验检测认证机构,促进高技术服务业做大做强;加快标准化工作改革,发挥治理体系和能力现代化中的基础性、战略性作用;抓好人才队伍建设,提高战略规划力、体系执行力和基层现场力等有关建议。
This paper analyzes the characteristics and regularity of the information-based society, and puts forward some suggestions, such as, advancing the quality inspection reform on the track of law to serve the national governance system and ability modernization construction, continuing to explore the unified market regulatory mechanism under the theme of reform, innovation, cooperation and development, relaxing the access and strengthening supervision to optimize the market environment, reshaping the administrative operation mechanism by means of information, deepening the inspection and quarantine reform to serve the national strategy of opening, integrating the inspection and certification bodies to development hi-tech service industry, accelerating the reform of standardization to play its fundamental and strategic role in governance system and ability modernization, improving the construction of talent team to improve strategic planning, system implementation and lower management.
