摘要
国发〔2014〕18号文件和〔2014〕43号文件的出台,使原本以替地方政府融资为目的而产生的平台公司被剥离了为地方政府融资的职能。同时,平台公司资产质量差、债务负担重、偿债能力弱、内部控制不严、独立性不强等长期积累的问题也逐渐显现出来。面对这一生存危机,平台公司必须尽快实现平稳转型,建立市场化运行机制,只有这样,它才能获得良性发展。何以应对,何去何从,是亟待研究的课题。本文通过对某平台公司的深入调研,以点带面,深刻剖析平台公司当前面临的问题,进而提出对策建议,寻求其平稳转型和良性发展的有效途径。
With the release of Article 18 and Article 43 ,GF[2014], the Platform Companies, which originally acted as undertaking lo- cal government financing functions, were stripped of the local government financial function. In front of the crises and challenges, how the Platform Companies will cope with and decide on the dilemma, is the urgent research subject. Through the in - depth investigation of the Platform Companies, this article deeply analyzes the current problems faced by the Platform Companies from point to area, and then puts forward some and suggestions, in order to seek effective ways for its smooth transition and development.
