摘要
2014年4月份吉林省松原市选择了10个村开展农村土地确权试点,目前已完成清查实测工作。松原市农村土地承包经营权确权登记颁证工作计划三年内完成,到2017年末结束,三年推进比例分别为30%、40%和30%。随着土地确权工作的全面开展,农村土地确权和流转过程中遇到的问题也逐步显现,本文探讨了在农村土地确权登记及流转过程中产生的问题,并提出相应的政策建议。
In 2014 April in Jilin province Songyuan city selected 10 villages to carry out the pilot rural land ownership, the actual inventory work has been completed. The right of contracted management rights of rural land registration certification work plan completed in Songyuan city in three years, by the end of 2017 over three years to promote, respectively 30%, 40% and 30%. With the comprehensive development of land is indeed the right to work, with ownership and transfer of rural land problems gradually, this paper discusses the generated in the process of circulation of rural land ownership registration and the problems, and puts forward the corresponding policy recommendations.
