摘要
在产业结构调整升级等政策背景下,我国东部沿海地区向中西部地区产业转移的步伐明显加快。合理配置产业空间布局是承接产业成功转移的基础,转移企业对于区域土地利用现状、土地供给指标和地方产业转移政策的关注度也逐渐提高。促进产业转移需要中部地区合理利用和保障土地资源,不同类型产业对土地利用、社会经济等方面的需求也存在显著差异。如何协调承接产业转移与区域土地利用之间的关系逐渐成为研究热点,寻求多类别、多层次的产业用地空间引导与配置方案,协调产业发展与土地利用综合效益最大化对政府和转移企业都具有重要的实际指导意义。本文围绕承接产业转移与区域土地利用的紧密联系,基于动态系统协调理论,建立了包含动态修正的空间协调评估模型,从产业转移、土地利用与企业耦合三方面进行综合评估,确定产业转移的具体空间引导方案,并以皖江城市带及滁州市为研究对象进行了实证分析,以某汽车制造企业为例模拟了承接企业转移的综合协调评估过程。结果表明:滁州市承接产业转移与土地利用空间协调度在皖江城市带处于中度协调等级,承接产业类型具有显著空间分异特征;最适宜承接汽车制造企业x转移的地区为滁州市辖区郊区,第二、三位分别为全椒县与天长市,各地区承接不同类型的产业园区提供了综合协调的空间平台和政策平台。文章最后根据研究结论对我国产业转移与区域土地利用等方面针对性地提出了政策建议。
The “fourth global industrial transfer” has begun after the global financial crisis in 2008. In the background of Central China’s emerging strategy and adjustment of industrial structure, the industrial transfer from eastern coastal areas to Midwest regions is speeding up. Rational allocation of industrial spatial layout is the foundation of undertaking industrial transfer successfully. Transferred enterprises concentrate on the regional land use situation, land supplying target and industrial transfer policy. It’ s necessary for the Central China’ s regions to allocate and protect land resources rationally. Different type of industry has differentiated demand for land use and socioeconomic conditions. The relationship between industrial transfer and regional land use has become a major focus, while a concrete spatial allocation guide program for multi-class and multi-level industry is much more expected, since it has important practical significance for the government and transferred enterprise to maximize the comprehensive efficiency of industrial development and land use. This paper developed a dynamic correction spatial coordination degree model based on the theory of system coordination in the background of the undertaking industrial transfer in Central China’ s regions. The coordination evaluation model combines the industrial transfer, land use and coupling of enterprise and present the spatial guide program. The spatial coordination situation of Wanjiang city belt in Anhui Province and Chuzhou City was evaluated based on our model, and we also simulated an undertaking industrial transfer evaluation process of a virtual transferring firm x from the vehicle manufacturing industry. Results showed that the comprehensive spatial coordination degree of Chuzhou City belonged to the intermediate level in the Wanjiang city belt, and spatial differentiation of industry distribution was significant.
