摘要
水利工程调度是合理调控流域洪涝、改善水资源与水环境条件、发挥水利工程减灾兴利综合效益的重要手段。在不同阶段,流域经济社会发展对防洪、供水和水生态安全有不同的需求和侧重,太湖流域的调度管理也紧紧围绕流域经济社会发展需求不断调整与优化。本文总结了太湖流域防洪与水资源调度实践,回顾了流域防洪与水资源调度理念、调度目标、调度任务等随流域工程体系完善与经济社会发展的适应性转变历程,分析了当前及今后一个时期流域调度工作面临的新形势,并对如何做好太湖流域调度工作进行了思考。
Water project regulation is vital for flood control and improvement of water resources and environment conditions and maximization of comprehensive benefits of water project as well as disaster reduction. At the different stages, the requirement and particular emphasis of economic and social development to flood control, water supply and ecological safety varies. Therefore, river basin management and its regulation should be adjusted and optimized accordingly. The paper summarizes the practices of flood control and water resources regulation in the Taihu Lake Basin, reviews the process of adaptable transformation of ideas, objectives and tasks for flood control and water resources regulation along with completion of water structures and economic and social development, analyzes the new situation faced by river basin regulation at present and a certain period of time in the future and make a thoughtful consideration on how to make further improvement.
