摘要
目的通过对辽宁省卫生监督机构质量控制体系进行探讨,发现卫生监督机构质量控制体系建设薄弱环节,为辽宁省今后出台相关政策和措施提供依据,也为即将面临的卫生监督体制改革打好坚实基础。方法采用自行设计的调查表进行资料收集,对全省各级卫生监督机构进行调查。结果 (l)机构名称混乱,单位性质不一,职能调整尚未到位,机构的设置与人员编制的落实矛盾较大;(2)监督机构工作标准及制度体系建立良好,但部分制度建立尚不完善;(3)业务指标绩效考核工作落实不到位;(4)培训体系已经建立,但培训内容尚需丰富;(5)稽查工作开展不全面。
Objective To analyse health inspection business quality control system of our province, discovery health su- pervision institutions related to weak link quality control system construction, provide the basis for future relevant policies and measures, lay a solid foundation for health supervision system reform. Methods Investigate health inspection agencies by self-made questionnaire. Results （1）The nature of the institution, the name is not uniform, the function adjustment has not yet in place, setting and staffing of agencies has large contradictions;（2）Work standard and system has set up good, but part of the system is not perfect;（3）Business indicators performance appraisal work does not reach the designated position; （4） Training system has been established, but the training content is rich;（5） Audit work is not comprehensive.
