摘要
党委对党风廉政建设负主体责任。高校各业务主管部门管理着学校的人财物等相关资源,具有较多的廉政风险点和较大的廉政风险。党委落实主体责任,必须强化对业务部门的分解责任、传导责任,通过科学决策制度、公开制度、审计制度、效能监察机制、权力运行监控机制等,实现廉政建设的有序有效开展。
The Party Committee has the main responsibility for the Party conduct and honest government construction. The competent business departments in the universities administrate the property, which have more risk of incorrupt government. The Party committee must decompose and pass the responsibility of the competent business department to implement the main responsibility. And the Party committee should realize the honest government construction effectively through the scientific decision-making system, audit system, efficiency supervision mechanism and power control mechanism, etc.
