摘要
2030年碳排放峰值目标的提出和全国碳市场的加快推进要求国家在下一阶段就提前部署实施碳排放强度和总量双控管理制度,这给区域指标分解提出了新要求。本文从国内外能源环境指标分解的方案评述入手,基于发展阶段、工业化和城镇化模式及资源环境等责任、能力、条件指标构建了双控指标的分解方法,通过对低碳试点城市案例分析得知,不同于"十二五"时期能源强度和碳强度目标力度相当的安排,"十三五"碳排放控制目标将显著高于同时期可能的能源强度目标和上一时期的碳强度目标,能源结构调整将发挥更重要的作用。
The carbon emission intensity and cap management are required to deploy early due to carbon emission peak around 2030 and national emission trade scheme, which requires new solution for regional decompositions. This research reviews target decomposition methodologies in global and domestic energy and environmental areas, and develops a novel framework based on responsibility, capability and circumstance indicators on development, industrialization, urbanization, energy and environment issues. According to the case study of the Low Carbon Pilot, it indicates that different from the almost same ambition on energy and carbon intensity reduction in 12th five-year-plan, the carbon emission control target in 13th five-year-plan are expected to be stronger than energy intensity of this five-year- plan and carbon intensity at last five-year-plan, and the change in energy mix will surely play a bigger role than ever.
