摘要
我国计划生育工作要实现转型,需要转变思想观念,以人为本,尊重个人生育权,肯定生育的积极意义,建立正确的生育价值观并将主要的计划生育工作目标从传统的控制人口转变为促进人人享有生殖健康。政府需要及时修整计划生育相关法律法规,逐步放宽生育政策,做到立法尊重民意、保障人权,赋予地方生育立法上更多自主权。此外,政府需要及时精简计划生育工作机构,促进相关工作人员分流转型,合理节约成本,有效利用经费,提高工作质量并简政放权,充分发挥承担计划生育工作的非政府组织的作用,而非政府组织也需要适应新环境,满足群众计划生育与生殖健康需求,维护群众生育权利,实现独立性、专业性和公益性。
