摘要
我国各级政府之间的社会保障权责划分存在责任边界模糊不清、相互转嫁责任、事权重心下移和支出责任过于分散化等问题。文章提出要实现中央和地方政府社会保障权责划分的法制化,社会保障事权适度上移集中与财权适度下放相结合,完善政府间转移支付制度,实现政府间社会保障财权、财力和事权相匹配。
There are some problems, such as responsibility boundaries blurred, responsibility shifted to each other, authority powers shifted down, expenditure responsibilities decentralized, etc, in the division of power and responsibilities in social security between central and local governments. This paper proposes to make the division of their power and responsibilities legislated, to make the authority powers shifted up a little and financial power down a little connected, therefore to improve inter-governmental transfer payment system which can match the authority power with inter-governmental social security property rights and financial resources.
