摘要
为避免城乡社保体制分离造成的种种弊端,山东省东营市按照"一体化管理,信息化支撑,个性化服务"的思路,实现了城乡居民医疗保险和养老保险的整合,并对五个险种实现一体化管理,"一票征缴",提高管理服务能力,有效解决了重复参保、断保和漏保问题,加快推进了社会保险由制度全覆盖迈向人员全覆盖的进程。
To avoid disadvantages caused in the separation of social insurance system in urban and rural, based on the thoughts of“Integration Management, Information Support, Individualized Service”, it has achieved the goal of the integrating medical insurance and endowment for urban and rural residents, the integrated management of 5 kinds of insurance, and“Integrated Payment”in Dongying, Shandong. As the results, it has effectively solved the problems of repeat insured, interrupt insured and not insured, and accelerated the transfer of the social insurance from systematically all-covered towards personally all-covered.
