摘要
近些年,交通运输领域虽然在发展方式逐步由粗放型转化为高效率、低成本、可持续的发展模式中有较大改进,但是科技在转变经济发展方式和调整经济结构中的支撑引领作用体现得还不明显,企业科技创新仍然存在未能有较大科技突破、严重依赖政府、创新能力和动力不足的现实情况,公平、公正、公开的科技市场和科技管理体系还未真正形成。本文从交通运输行业的特性分析入手,分析了交通运输传统企业科技研发的现状与困境,提出在"新常态"下对科技企业的新要求,并用信息化作为例子说明如何突破行业的自我封闭状态,并提出激发交通运输企业科技创新的措施建议。
As a traditional industry, transportation enterprises are easy to fall into a self-enclosed smallscale circle on technology innovation due to their inherent natural monopoly characteristics. Although there is a certain degree of improvement given that most restructuring of transportation enterprises has been completed around 2010, transportation enterprises still haven＇t reached great technological breakthroughs, are heavily dependent on the government and lack innovation ability and motivation. In addition, a fair, just and open technol- ogy market and management system haven＇t been formed. There is a gap to meet the ＂18th＂ requirement that en- terprise technology innovation should break significant technical bottlenecks and speed up the research, development and application of new techniques, products and technology. Compared with the requirement of the ＂New Normal＂ that transportation industry should gradually transform from a way of extensive development into a, sus- tainable model of development with high efficiency and low cost, current situations still need to be improved. Be- sides, the supporting and leading role of technology in the transformation of economic development and restruc- turing of economy isn＇t obvious. This paper starts from the analysis of the characteristics of the transport sector, analyzes the current situation and challenges in the technology research and development of traditional transporta- tion enterprises, puts forward the new requirement for technology enterprises under the ＂New Normal＂, takes in- formation technology as an example to explain how to break the industry＇s self-closed state, and provides measures and suggestions to stimulate the technological innovation of transportation enterprises.
