摘要
发达国家在政府购买公共体育服务方面取得了很多重要经验,可以给我国提供重要的借鉴与帮助。要促进我国政府购买公共体育服务的发展,必须以制度建设为重点,尽快促进我国政府购买公共体育服务的规范化、科学化;以体育管理体制改革为突破口,稳步扩大购买的范围和方式;以培育体育非营利组织为依托,不断促进承接主体的成熟和发展;以强化政府宣传与政策制定为导向,不断促进公共体育服务市场的发展。
The developed countries have made much experience in government procurement of public sports services and can provide important reference and help for China.To promote the development of Chinaˊs governmental procurement of public sports services,it is required to focus on institution construction and promote the standardization and scientization of the procurement;to make a steady expansion of the procurement scope and manner of by taking sports management system as a break-through;to constantly promote the maturation and development of subjects that undertake the pro-curement by developing nonprofit sports organizations;to improve the development of public sports service market by strengthening the orientation of government publicity and policy making.
