摘要
基层公安机关因伤害案件引发的信访投诉有逐渐递增之势。伤害案件引发的信访、投诉问题,关涉到案件双方当事人的切身利益,也关系到警民关系的融洽与否以及公安机关执法公信力问题,处理不当极易影响地区维稳工作的大局和社会的和谐稳定。依法、规范处理伤害案件,并在产生信访投诉时科学化解,防止当事人重复信访、投诉、聚众上访,这是基层派出所当前面临的一个重要问题,也是维护警民关系、提升执法公信力的必需。
The number of visits and letters for petition triggered by injury cases is on the rise in the cases handled by grass-roots public security organs. Grass-roots public security organs are careful and prudent in handling such cases for these cases are complex and mixed where interests of all parties are involved. If these cases are not disposed successfully, they might pose negative threat to the social stability and harmony. The paper holds that public security organs should take innovative measures to resolve contradictions between parties concerned and prevent things getting worse.
