摘要
社会治理的目的是解决社会问题,促进社会发展。志愿服务是解决社会问题不可或缺的手段,是促进社会发展的有力工具,因而成为创新社会治理的有效途径。但目前志愿者在参与社会治理中面临着常态化、专业化的志愿服务项目不够普及,志愿者领袖人数不足,志愿服务被误用滥用,风险管理未受到足够重视等问题。使用志愿服务须坚持公益性、谨慎性、自愿性、合法性四个原则。要发挥志愿服务在创新社会治理中的作用,须大力培育志愿者领袖,加强志愿服务风险管理,建立统一的志愿服务行政管理架构。
The aim of social govemance is to solve social problems and promote social development. As voluntary service can solve social problems and promote social development, it has become an effective method of innovating social governance. However, when volunteers take part in social governance, they often face many problems, such as, difficult access to some regular and professional voluntary programs, lack of volunteer leaders, occasional misusing and abusing voluntary service, and the government and vol- untary organization ignoring risk management. When using voluntary service, we should insist on the prin- ciples of public benefit, prudence, free will and legitimacy. We should cultivate volunteer leaders, strengthen risk management in volunteer service, and establish a unified administrative structure.
